In accordance with the above regulations, Meath County Council proposes to carry out development on lands at Windtown, Navan, Co. Meath
The development will consist of the following:
- construction of Women’s Domestic Violence Refuge comprising 12 no. residential units, and associated support facilities and day services, in a single and two-storey block arranged around two landscaped courtyards, and with secure vehicular parking. Vehicular and pedestrian entrances shall be via Tailteann Drive and a new access road to the south.
- construction of 35 no. residential units comprising 4 no. 3-bed two-storey houses, 16 no. 1-bed & 2-bed duplex units, and a three-storey apartment block containing 9 no. 2-bed and 6 no. 1-bed units
- new vehicular access road from Tailteann Drive and connecting pedestrian access from Tailteann Road and Tailteann Street
- provision of public open space, boundary treatments, landscaping and SuDS drainage
- vehicular parking, cycle parking and refuse storage
- connection to public sewers and mains water supply, including new foul pumping station; and,
- all ancillary site works necessary to facilitate the development.
The Development has been subject to an Appropriate Assessment screening in accordance with Article 6 (3) of the EU Habitats Directive (Directive 92/43/EEC) and the Planning and Development Acts 2000 – 2023. In accordance with Article 81 of the Planning & Development Regulations 2001-2025, Meath County Council has concluded from a screening determination under Article 120(1B)(b)(i), that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.
Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
The plans and particulars of the proposed housing development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of the local authority from 9 December 2025 to 20 January 2026 as follows:

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made via the National e-planning portal https://planning.localgov.ie/ under Part 8 Reference: PT8MH306 or in writing to the Local Authority: Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath, C15 Y291 on or before 4 February 2026.
