Notice of Proposed Development – Ratoath Civic Centre, Amenity Park and Age Friendly Housing

In accordance with the above regulations, Meath County Council proposes to carry out development, namely the Ratoath Civic Centre, Amenity Park and Age Friendly Housing

The proposed development will consist of a new civic building, amenity park and 14no. 2-bedroom single-storey age-friendly bungalows. The proposed development includes all associated site works including landscaped public open spaces, associated parking including accessible, age-friendly and electric vehicle charging spaces, secure bicycle storage, bin storage, public lighting, mechanical and electrical installation, retaining walls, boundary treatments, drainage works, and all associated site strip and excavation works above and below ground at Main Street, Ratoath, Co. Meath. 

The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and the Planning and Development Acts 2000-2023, and screening for Environmental Impact Assessment under the EIA Directive 2011/92/EU, as amended by Directive 2014/52/EU. In accordance with Article 81 of the Planning & Development Regulations 2001-2025, Meath County Council has concluded from a screening determination, under Article 120(1B)(b)(i), that there is no real likelihood of significant effects on the environment arising from the proposed development and that an Environmental Impact Assessment is not required.

Any person may, within 4 weeks from the date of this notice, apply to An Coimisiún Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

The plans and particulars of the proposed development will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy during office hours at the offices of Meath County Council from 19th of November 2025 to the 19th of December 2025 (excluding weekends, Public Holidays, and Bank Holidays) at the following locations:

  • Meath County Council, Municipal District of Ratoath Office, Drumree Road, Dunshaughlin, County Meath, A85 XK20. (During normal opening hours from Monday to Friday) (Inspection only)

Submissions and observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development would be situated, may be made via the National e-planning portal https://planning.localgov.ie/, under Part 8 Reference: PT8MH312 or in writing to the Local Authority: Planning Department, Meath County Council, Buvinda House, Dublin Road, Navan, Co. Meath, C15 Y291 on or before the 12th of January 2026.
